In preparing this Guidance Pack for the World Bank, Sandra Cointreau-Levine provides a framework and a set of tools to assist local authorities in deciding whether to engage the private sector in the delivery of municipal solid waste services. This Pack also presents tools and examples of how to prepare bidding documents, contracts, and franchise and concession agreements to effectively engage private operators. The author draws on her substantial experience in the field as well as that of the staff of supporting agencies, and the findings and recommendations of a number of international workshops held on the topic, to provide concrete, practical guidance and tools.
